Can you help police identify this Bristol fraudster?

Can you help identify a man police wish to speak with in connection with an offence of fraud by false representation?

In this case a stolen bank card was used to try and withdraw money from the victim's account in a Bristol bank.

The man police want to speak with is described as a white, of medium build and was wearing a blue hat and a dark coloured coat.
